John Folby succumbed to cancer on July 11, 2019. He died peacefully at the Hospice of Central PA residence.

John was born in 1947 and raised in Pittsburgh by his parents Sam and Mary Keenan Folby. He graduated from St. Basil’s HS and attended Point Park College. His first job was with Kaufmann’s Department Store before relocating to Harrisburg in 1975 where he subsequently joined the Dept. of Public Welfare where he served as the Director of the Special Pharmaceutical Benefits Program, Pennsylvania’s AIDS drug assistance program, for over 15 years. Under John’s leadership, thousands of Pennsylvanians with a diagnosis of HIV/AIDS gained access to critical life-extending and life-sustaining medications. His work with the HIV/AIDS and LGBT communities earned him numerous awards and a statewide and national reputation as a dedicated and compassionate advocate.

John is survived by his partner of 50 years, Dalton David Secor; his brother Sam (Amy); and sisters Mary Frances (Joel) Waite, Kathy (Bruce) Goerss, and Patricia Folby. The family will privately memorialize John at a later date. In place of flowers, please make contributions to Hospice of Central PA.

I'm so sorry for your loss. John was one of those rare people whose impact on the world rippled like a stone hitting a still pond. He brightened the lives of those he knew and loved, but, through his life's work, he made life better and longer for countless people and their loved ones whom he never got to know. He'll be missed.

My sincere condolences to Dave and all of John's family. I appreciated working with him over many years. He was a nice person and was in a very important role with the State. Rest in Peace, John.
